Declaration in support to reopen the record of NRC license and re-licence proceedings

The purpose of my declaration is to describe the process by which fuel is irradiated in a nuclear reactor creates a grave public health and environmental hazard that cannot be undone and that lasts for millennia. I will also discuss the reasons for my professional opinion that the only effective way to protect the public and the environment from the severe hazards of spent reactor fuel in the long-term would be to place it in a properly selected and engineered deep geologic repository. Finally, I will explain the reasons for my professional opinion that the NRC should not license reactors to generate this hazardous material unless and until it has made safety findings regarding the technical feasibility and sufficiency of capacity of repository disposal, and until it has supported those findings with an environmental analysis.
